A device is incorporated into your phone, comprising two parts:
1) A breathalyzer is attached to the mouthpiece, which detects blood alcohol, and
2) Your dialing is analyzed to determine; based on rhythm, force, and aim; your sobriety.
The data from both of these systems is used to determine
if you are too drunk to communicate with your intended target. If this is judged to be so, you will instead be connected to elevator music.

A system to do just this for text messaging was in the news just the other day(like Saturday), I sense some echos of that news story in this idea. I wont go so far as to call it a WICTTIHAOTNTOD, but the timing seems VERY suspicious to me. |

You could add value to this by connecting to a premium rate number if the dialling is faulty, which plays you a long recording of a ringing tone. If the user was aware of this, it would be additional motivation not to dial when drunk. |
