Jellyfish zip by, four foot long eels slither randomly around as an angel fish bumps gently against the side of your head and kelp fronds sway to the bubble machine's ebb tide.

       elastic band motors? surely rechargable batteries (you'd be surprised how much energy can be stored in even a single AAA battery) and light-weight motors (with recharging stations around the house) would be more convenient for your average party goer [+]

       I've done this without the elastic band motors. Fish-shaped mylar balloons, ballasted with clay, work great.   

       Elastic band motors on balloons, which I have built and tried, only last a few seconds. Bun anyhow.

       What Canuck said about fans is entirely correct. Little motors on the balloons are not needed. But neither is much fan-power. I have done the trick with ballasted fish balloons, and prefer the dreamy effect that results from normal air currents. This really only works in wintertime, without open flames.   

       Long ago, there was a BC comic strip where they did something like this to the cave of the guy who hates water.

       Oh [2 fries] I am so sad. A friend threw a swamp-themed party and I filled the Alligators (rafts) up with with helium to reify the aquari'ome but it didn't work! They just sat there.
