Bill Delay

Delay the vote on a bill according to its length

For every six hundred words (approximately one page) in a bill, any vote on that bill shall be delayed for one full day. This delay shall begin starting the day after the bill is introduced or reintroduced.

So a two thousand page health care bill would be delayed almost five and a half years.

The benefits are manifold:

1. No more hiding things in the mass of text.

2. No more voting on bills with no idea what they say.

3. No more secret speed votes.

4. Terse to the point laws.

5. Easier legislative process for the average Joe to follow.

Etc.

The only problem is trying to get this idea passed into law.

       Good point nineteenthly. Generally its better if less gets passed into law anyways, but there could be an additional stipulation about all revisions and additions adding up to no more than fifty percent of the original bill's word count.   

       And zen_tom, that is entirely subjective. It only applies when examining the duck beginning with the side at the forefront of forward (in this case backwards) motion and counting the usual direction of the duck as the deciding factor for properly calculating the correct moment of bill presence. Additionally you seem to imply that all ducks travel backwards at exactly the same speed in all scenarios, which is clearly not the case.
