This is a warning bell that is integrated into your bicycle's braking system. Sure, it could just be a standard bell with a spring, a gear, a hammer and a drum that goes -bring bring- when you pull on the brake. This would still simultaneously stop or slow the bike while sounding a warning to others.

But it could also be a pneumatic horn powered by the forces applied during braking. Instead of normal brake pads there could be two revolving pads that drive air through turbines when pressed against the wheel. This air is directed through a narrow nozzle until the bike rolls to a stop.

The Brake Bell could be affixed to both brakes for maximum safety, or to just the left (front) brake for emergency stops.
