Beer, minus the alcohol, with a shot of nitrous oxide.

For a new carefree buzz, Brew-Ha-ha has been formulated using only the finest hops, two-row barley, mineral water, and yeast. After extracting the acohol, a small shot of nitrous oxide is added, giving this concoction a nice, foamy head.

       Nitrous oxide is widely used for whipped cream. While whipped cream chargers and cannisters are abused by the young and foolish, whipped cream is entirely safe, and unamusing, when eaten.   

       So I think you're heading in the general direction of Bad Science.
