Divert some car exhaust fumes into a pressurised chamber, up to a given pressure (to hell with the effect on performance).

Have a cord inside the car running horizontally just above the driver's door*, at an easy to reach height.

When the cord is tugged on, the chambers contents are released through a steam train whistle, discretely located next to your normal exhaust pipe and cunningly disguised as its twin.

Put on your best peak cap and re-live the heady days of steam.

Choo-a-Whoo!

*Oh, go on then, and another cord where the 5 year old can reach too.

       If they are for effect it could be done with bungee cord wrapped in copper outer.

       [+], but you don't need to hurt your performance by putting pressure on the exhaust.   

       You can do the same thing with fresh air, having the string open/close a valve where air blows as you drive. Like lips puffing over a bottle.   

       That way, the volume would go up as you went faster too.
