There is $25 million dollars at stake. A five year effort by 50 people could be funded to bounty hunt for the top ten terrorists. Any findings could be used to pay off the group, and the software/search network that helped find the terrorists would also be saleable.

Could 50 people working for 5 years (at pay + expenses for each worker at $100,000 each) actually find an HVT (High value target)? Is it worth doing? I'm up for it.

Software simulations and network developement might double the value of any bounty paid out. Plus, it could be patriotic.

How would the actual search be carried out? A combination of phone, video, satelite, and internet records would be examined for correlations.

A series of fake emails, phone calls, queries, news reports, and product advertisements would be sent to people as far up the terrorist chains as possible. Internet callbacks in emails, phone bugs, steganography in news reports, and RFIDs in products sold this way, destined for top leadership, would report back whenever products were sold or emails forwarded.

Best of all, this could be done using many of the same well-tested actions of the Pinkerton company and other bail-bondsman. A capture of one of the 10 top terror suspects would create positive revenue.

A failure to capture any of the top leaders might still lead to a prospect to breakeven. Are the odds worse than the lottery?

So you are suggesting nationalising, or at the very least, outsourcing, specific intelligence tasks?
zen_tom, Jun 09 2005

There's a lot of bad blood between "security contractors" and both the US military and the Iraq public. Afghanis and Pakistanis are also pretty distrustful of outsiders.

       I don't see a system like this working from a diplomatic/political standpoint.

\\Are the odds worse than the lottery?\\ What would happen if the government announced that they were going to bet $25 million on one very expensive lottery ticket.

Yes, I thought along similar lines. Apearantly This Bin-guy is hiding out in an area as big as France, no military blanket bombing action is going to get him. Why not motivate a number of individuals to get him? Take him out like James Bond would do it.

The idea is to go after a bounty?

[edit] I see, the idea is to use the bounty money to fund the hunt. (a little slow tonight)

Bin Laden has a medical condition requiring kidney dialysis unless I was mis-informed. I would be very surprised if he was still alive.
I am looking forward to see if it is ever revealed that a database of video and audio clips were made to be pieced together to present an illusion that he is alive.
This is my suspicion, It could very easily be wrong.
Zimmy, Jun 10 2005

He's responded to news events, like the Iraqi war. He's out there, somewhere. Probably holed up with Elvis and the guy from the grassy knoll.

How would this be different than the CIA's current efforts, exactly?
RayfordSteele, Jun 10 2005

This won't work, precisely because those who could stop the terror don't want to. Points to prove:
1.  Anyone's identity, telephone, assets, and associates that can be located can be wrested away by official edict.
2.  The sum total of all of the foreign nationals recruited thusfar against illegal regimes aren't experienced enough to identify giant secret facilities (comparable to, say, Area 51 in the US) that aren't on UN maps.

The day before my birthday is a day that will hold a KKK recruitment rally In a suburb near me.
I feel it necessary to go in order to protest. My wife does not want me to go.
I feel that the mafia & the Klu Klux Klan are the most horrible Terrorist organizations on the planet. I've felt this way for probably 20 years. My anger goes towards the administration that governs my domain that they don't follow these convictions.
I just want to be there in muscle and kung fu force in case things hopefully get out of hand. A friend of mine in college put forth the proposition that those who hate those who hate others have no moral ground to stand on.
I've not yet gotten over that discussion, yet I am still not willing to accept it.

This is a poor idea for two reasons:
1) It simply involves duplication of work already being done.
2)It proposes to pay in advance for results not yet delivered.

Welcome to the Bakery [grinch], better luck with your next idea!

I don't believe this kind of work is being done now. Look at where the state of our intellegence on Bin Laden is at, he moves everyday, and we are farther from catching him than we have ever been before. He's been making videos so the CIA confirms that he's been alive since the last of them.

Also, if your political beliefs are against the finding of bin Laden, then don't help.

Private bounty hunting quite often finds criminals that elude police or military efforts.
grinch, Jun 10 2005

[grinch] if you believe that intelligence agencies aren't already checking "phone, satellite, internet...records" and the like, you are naive in the extreme. Furthermore, if you think a collection of profit-motivated individuals is going to bring to bear more resources, expertise or chance of success on this exercise than those who have been quietly working on it since late 2001 I'd say you've been watching too much bounty hunter-themed reality TV.

Besides these obvious points, you say nothing about how these individuals would be chosen - who would decide who gets this $100,000 "no capture, no worries" windfall in the first place?

Finally, you spelt "intelligence" wrong in your last post.
DocBrown, Jun 12 2005

I was gonna give this a miss, then I felt earlier today I was rejected from this site after a few non confrontational posts. I was there to protest the Klan. I was there to repel the Skinheads. The cops were there in greater numbers and might than I would have ever dreamed. The cops sure weren't all fired up and happy to stand between Us and the skinhead agitators, but I didn't care. I really wanted to ride in on an ambulance with the great pride in myself that I took nine evil fonckers with me.
After I stretched my body & soon pushed my way through the crowd of unusually dressed (anarchist?) people to my horror I saw The skinheads holding hands with their children (all under 4 years old).
They were still trying to verbally incite riot. My god, the New Black Panthers actually were there. I was holding my trigger until a violent move was made, Especially when I saw children. The Cops actually made them go away, but not fast enough.
I just wanted to scare the shit out of the Klan. The Terrorists that they are. I didn't expect children to be involved.
Fluukin Porsy Skinheads! They ruined my birthday present! I was so looking forward to destroying them at my own cost and then they brought kids.
MY Kids were safe at home, thank you very much.

[grinch] A bounty hunters guild might accomplish this objective quite nicely. The guild takes in the call & assigns the bounty to the most qualified, & possibly even puts out others as decoys. Just hope the guild never employs anyone named Boba Fete.

I think your talking about mercenaries. If you look at the stats there are thousands of "private" security personel working in Iraq. Bassically they are mercenaries, hired by companies and even the US military to gaurd people and places. Its quite lucrative. I think this idea avoids the fact that there are already plenty of "private" persons hunting for the suppossed terorists.

[Zimmy], anger leads to fear, fear leeds to hate.
zeno, Jun 13 2005

[Zimmy], your college chum made a good point. You should give it consideration.
Texticle, Jun 14 2005

[Texticle] I really have been giving it consideration for about 12 years. It seems there are endless cliches that would both back up and also refute my feelings.

I would prefer it if racial distinguishing were Strongly and Unilaterily discouraged in each and all aspects of life. As a different friend of mine said "There's really only one race - The human race."

Really, I think we're all a different shade of brown & it's the social & economic factors that separate us most distinctly.

My anger seems to be boiled on mostly this issue as I feel it is the major wall holding back the progress of mankind.

[grinch] A Bounty Hunter's guild could operate without fear of being bound by a certain Nation's code of conduct so long as they followed the rules of the Nation they were involved with's codes. Imagine if their mailing address always happened to be, say, in a rebellion held territory or perhaps coordinates in the Pacific.

Stenography is for court reporters or old-fashioned secretaries and steganography is for those communicating with hidden ciphers.

[Zimmy]: A couple of opinions you may wish to consider:
"I do not agree with a word you say, but I will defend to the death your right to say it."
"The smallest minority on earth is the individual. Those who deny individual rights cannot claim to be defenders of minorities."
