A food bank would be a place where you could store and reheat your lunch, leftovers, or a cache of snacks that would otherwise spoil, self-destruct or be a nuisance to lug around all day.

The main reason most people go out for lunch is they don’t feel like eating a boring sandwich but know pretty much anything else is impractical to carry or reheat. Wouldn’t it be nice if when you got hungry in a mall you could go to your locker and grab a basket full of your gourmet homemade treats instead of some heat lamp warmed French fries?

Food not emptied by its owner in a week would be emptied by the management and hefty fines would be incured.

       Seems like you'd still have to drive out to the food bank.   

       I'd support this provided that the lockers were well-sealed against leakage, so that someone's Rotting Seafood Surprise doesn't mingle with my ravioli.   

       On a side note, I would love to have a "Remote Freezer" to visit, which would have fewer disease concerns.

       Do you know how many times I've been in the middle of a spy/ ransom situation where I had to drop off/ pick up money, guns, what have you at the lockers? This would come in quite handy when you just don't have time to drop off the money, pick up the secret diamond activated mind control device, dispose of the body, blame Gildor for it, AND pick up lunch.
