Towing a car away by another car creates unneccessary consumption on fossil fuel and effects traffic condition. Just hang it. Multiple hanger can be designed to handle multiple parking violations. The parking space that is set free can be used by another car looking for space.

       Some NY tow trucks actually work this way, lifting the car sideways onto the flat bed. (This, I guess, to deal with the tight parking conditions around here.)

       Hanging the car in the air makes more sense than getting the orange wheel boot. I suppose that it would bring you more embarassment and ridicule because your car hanging in the air would create a spectacle.   

       It would also make it difficult for you to retrieve your personal items.

       It would be quote a shock returning to your car that is dangling there 4m from the ground .   

       What would it take , um ?   

       A mobile lift crane with capacity to lift 7000 kg. A tensile cable of taking said weight . An anchor point on a building , or structure that will take the weight . An anchor point on your car that will take the weight . The people with the smarts to move and attach said weight . $$$$

       Just shift offending cars through the fourth dimension of time. Once the time on the meter runs out it shunts your car one week into the future and mails you a reminder to come back to collect it then.
