(The idea is) A cable with two submarine robots at each end that can be mass produced to act as a self linking oceanic conduit .

If a cable is damaged then that cable's robots communicate to the others to reconnect in another way . The damaged link surfaces for pickup and repair .

Power ? maybe self generating from ocean current on maneuvring propellors when in place on the sea floor .

Maybe only economic in unstable or difficult geography .

       I don't really understand the idea but your profile page reminded me of something.   

       After passing my English Literature degree at Uni by the skin of my teeth, despite numerous threats to have me banished from the town for my drunken stuntmongery and poor academic turnout, I soon had to ask my begrudging personal tutor for a reference to get a job.   

       I apologised profusely for my 3 year idiocy, promised I was a changed man and commended him on his profound patience and seemingly misplaced belief in me, before then pleading for a reference. I thanked him in advance.   

       He replied coldly that he would oblige, but that if I was to pursue a publishing career it would be wise to remember that "thankyou" is spelt in two words.

       Sounds like a problem for "Knot-Theory Man". There is a reason these don't exist already. I also have a problem with your third paragraph. It implies some form of "wireless" communication. If you are going to incorporate wireless communication, why not go the whole hog? Set up fixed base stations and roaming slaves? Beware the Tides of March.

       [4whom] A wireless system would not carry the heavy intercontinetal traffic . If any , the wireless would be local robot to robot .   

       Although , the whole hog would be a good Idea in a future of mankind forward thinking sort of way . (but show us the money)   

       The idea was a robotic self linking cable to save ship dragging and repair method .
