These are boots with ultra-compressed springs in the soles. Need to reach something on that top shelf? Simply squat into a pre-leap position, click your heels together 3 times and jump. The springs sproing out and provide just that extra little bit of power needed to reach that top shelf. The springs are compressed and stored by your weight upon landing.

       [Thanks!]

There are existing jumping boots - not with springs in the heels, there are better ways of doing this if your goal is to jump high.

There are also existing sneakers with springs in the heels; they're for dampening, as far as I can tell, not for jumping.

       Point taken, post adjusted.

//The springs are compressed and stored by your weight upon landing. //

..And that's where we have the little discussion about spring force. To whit, if the springs are strong enough to launch you through the air, then they are strong enough so your weight won't compress them back all the way.

Solution - stand on one foot and compress one spring at a time.

Halfbakery solution - use small explosive charges instead of springs.

Do you not think that lazy tongs in each heel would be a more sedate way of elevating the wearer? Could be spring / clockwork / elastic band powered.
