Bullets with little tiny fireworks inside them. Upon impact, the little fireworks scatter, creating a colorful and exciting display over the entry point.

Alternatively, they could be inside a larger shell like a rifle cartridge - so that a fraction of a second or two after the target is penetrated, it explodes in a burst of sound and color.

"Jack! They shot you in the leg! Are you alright?" "Yeah, it's just a --" PHWEEE!! pop pop pop KABOOM!

       No, pyrotechnic projectiles are legitimate; signal flares, tracer, incendiaries. Bird-scaring 12 gauge rounds are widely available to civilians.

       See link. RAUFOSS ammunition, in this case .50 BMG, but it comes in other calibres. No ignition delay, as that's really hard to do in small projectiles, but rather is impact initiated (rather cleverly at that).   

       All of that lovely Zirconium makes for a nice sparkly firework like display, which is coincidentally pretty handy for igniting any fuel or munitions in the area.
