Ok, this does exactly what the device in 'Remote-control Fuel Governor' does, except it's in a gun form, similar to a radar gun, and aimed by police at fleeing vehicles to shut off the fuel flow to the fleeing suspect's engine, forcing him/her to coast to a stop.
(this might require compatibility
chips to be installed in vehicles to work)
