Rebuild Islands as Underground Cities

It has come to note that there are a number of islands in the Caribbean that are always in the path of hurricanes this time of year. Rebuilding every year, what with global worming, is expensive. Why not rebuild entirely underground? Put all the shops, businesses, dwellings and public buildings underground, as well as transport routes, etc. Above ground is where the sunshine is, for the holiday makers, tourism, etc., and any structures above ground can be considered 'disposable' - the real ones are underground.

       Not certain I'd feel 100% safe, in a hurricane, underground, below sea level, in the dark, with the power out, on a low-lying island with third-world infrastructure and building codes, during a storm with a big 'storm surge' combined with global-warming-related sea-level rises...
