for a "glassy stare"

A series of glass (or plastic) rings are stacked on top of each other, around the wearer's head. The rings, lit internally by fibre-optics, have random flat facets on inside and outer vertical surfaces and are cogged together behind the wearers head, rotating in different directions at random speeds and directions. Produces a pleasant refracted effect for wearer and colleagues.
