Remote-control Fuel Governor

Most modern vehicles have electronic fuel governors to limit the vehicle's top speed. Some are set higher than others. For instance, my vehicle governs out at 108 mph. When I reach 108 mph, the electronic fuel governor stops fuel flow to the engine until I reach a lower speed. A friend of mine has a car that governs out at 124 mph.

What I propose is a device that is mounted to a pole, similar to the ones that traffic lights hang from, that hang out over the road. The device automatically (but temporarily) reprograms the governors of any vehicles that pass beneath it to 5 mph above the posted speed limit. They could also be placed in front of traffic lights so if a light turns red it shuts off fuel flow in all approaching vehicles to prevent running red lights.

This would make it impossible for anyone whose vehicle has an electronic governor to speed, thus making the road a much safer place.
