People walk about 5km/hr...
I am going to define 5km/hr as safe for non vehicle collisions, i.e. two people traveling at 5km/hr can collide and not be hurt.
It is proposed that a vehicles speed be limited to the value below which it is safe to collide with a person walking down the street.
It's happening for environmental reasons.

Hmm, clearly vehicles need big velcro covered bean bags on the front... (just as an aside that is). |

A car travelling at 5km/hr will run over (and kill) you just as readily as one going 50km/hr. |

So how about I get a cab-over truck (need a high windsheild) and cover the front with 8' of energy absorbing foam. Probably need a slight tilting mechanism to lift the people off their feet on impact? Then as long as they didn't suffocate, they could rest there till I came to a complete stop. |

In Leicester, England, laws were passed
increasing the non-urban speed limit to
20 miles per hour, and repealing the red-
flag act. Unfortunately, the death toll
amongst red flag carriers between the
passing of the two laws was horrendous. |

There are whole areas of my town where the speed limit (normally 30 MPH) has been reduced to 20 MPH for the benefit of idiots who walk into the road without looking. I expect the local authority to implement this idea soon. |
