A website optimised for WAP enabled mobile phones which would take a starting point and destination as inputs and would return

"Do not travel down... M1 A156, A197, A253 B90, B62, C6"

depending on the condition of the roads. If these roads were blocked due to snow/flood/bushfire/traffic/accidents/booze bus, the system would return a warning that you could heed. I could see this as being more effective for snow/flood/bushfire warnings for cross country trips, as traffic/accidents and booze busses are always fairly short term and can be fixed relatively quickly.

This way, if you are travelling from one state to another, you could plan your route and travel without the risk of being snowed in.

For large roads, the display could be modified to only discount affected areas of the road like...

"Do not travel down... M31 (Between Albury and Wadonga)"

if the Yarra had flooded. (Or there was a sudden blizzard in NSW [not likely])

       I think traffic condition WAP services are pretty well baked, including customization for your particular route; the problem is not in making the services WAP-friendly but in publishing the data in the first place.

       [egnor], the limiting factor at the moment for most networks is the efficient and timely gathering of data over a very wide area. The central processing and distribution is easy by comparison. The infrastructure investment for sensing is enormous.   

       If a tree falls on a forest road, and it isn't seen by a remote sensor, is it a problem ?

       This sounds like a pretty good idea to me, despite the fact that you could pretty much get the same info for less money by listening to the radio.
