I propose a new protocol in which the first handshake's encryption would be by OTP, and the rest would use spread-spectrum encryption. That is, use frequency hopping based on a pre-set scheme (negotiated via OTP) The beauty of this is that anyone listening would have to listen over the whole spectrum to hear. Yes, I am aware this is possible. I'm only proposing this as a second layer of security.

       Can you explain a bit more? What is OTP? Do I understand correctly that you arrange a frequency-hopping schedule at the beginning using standard encryption, and then both you and the recipient hop channels in synch?

       OTP is the only unbreakable message transportation available: "one time pad". Yes: Arrange the frequency hopping schedule ahead of time using OTP (I can't call OTP encryption) then both sides hop in sync. Frequency hopping is old tech for voice, I'm not sure about data. The innovations here are the initial handshake by OTP and basing a layer 2 protocol on it.
