Countries can get away with naughtily higher carbon usage* in return for taking in migrants in proportion.

* is it using or making that they’re not supposed to do? Or just talking about it?

       Actually, each migrant is sequestering several kilograms of carbon as long as they're alive. So, countries who take in migrants ought to get some carbon credits.

       Even dead migrants sequester, if not eaten. Perhaps dehydrate the dead migrants without creating green house gases. A sort of solar semi=cremation process.
