A juvenile delinquent speeds away from police in a stolen car. If you could get in front of him, you might deploy one of those tire-shreddy things, but let's suppose you can't get in front of him.

Instead, you call in a truck-mounted launcher, which engulfs the speeding vehicle in an adhesive, elastic, transparent gel. This both slows it down and reduces the damage resulting from any collisions. The driver is grossed out, and more likely to abandon the vehicle.

       How ? Is it going to be part of the school curriculum ? How are you going to train the adult pedestrians ?   

       Of course, if the pedestrians are just unarmed black people, you needn't worry about casualties ...

       Well, you've got the right idea, but the application needs refinement. You can't get in front of him but you have time to call in a truck mounted launcher? Please slap your screenwriter for me.
