Commercial garbage disposers (see link) use a special water inlet inside the garbage disposal that sprays water in when it's turned on. This prevents having to run water into the machine while it's on, which is good, as most commercial dish sinks only use a spray, and no faucet anyway.
The idea
here is to wire a relay/solenoid assembly to the disposal's switch, so that, when the switch is actuated, it turns on the water for a few seconds, and then starts the garbage disposal. After the switch is turned off, the water runs for a few seconds after the disposal. Retrofit would be very easy, as the perfect place for the water inlet would be the dishwasher connection. A simple T connection with a one-way valve would allow you to still use your dishwasher with the disposal.
