The summary could be enough for this one, but to flesh it out:
Rig up streetlights to the traffic management system of a city/major road network.
Post simple electronic information signs on a suitable fraction of them (as is already happening at present).
Now when there is some sort of blockage
on the main route, have the signs say "Accident on [xx] - Follow flashing streetlamps" and set the streetlamps on the diversion route to flash on and off, clearly guiding the way.
This could be set into action the moment a blockage is detected by traffic management, so would be much quicker than the time taken to get physical diversion signs to the scene.
It would be easier to follow the diversion route given that the whole route is highlighted, not just which way to turn at junctions, so it's probably less stressful too.
The route could also be dynamically adjusted depending upon flow of traffic, perhaps even setting up different routes a few miles back to stop traffic backing onto queues near the accident scene. [link]

The bulbs used in streetlights don't do flashing very well. Perhaps an additional lamp (still affixed to the same pole and bracket) would be better? |

Yes, fair enough then, I didn't realise that. Extra bulbs will do. (How do you know about that? Have you tried rigging one to flash before?) |

Part of my business is to provide strategic planning advice to infrastructure assets owners. You pick up a few things along the way whilst trying to learn about their business. |

So not like me and my mates then who tried to install a domestic power socket into a streetlamp when we were 12 years old - how no one got hurt I have no idea. |

And of course, the whole thing could be customized with Mapquest/Bluetooth/GPS, so that each driver could follow a different colored flashing light to their own destination. |

Nice if it were true but no. Sparks/Sparky, etc is a football nickname for anyone called Mark and it's since stuck. '(The) Boy' in front is an optional extra for exceptionally unskilled players, apparently. |
