My idea is for intermediary that facilitates in renting your unused processing power at times when you don’t need it. I don’t know if the intermediary should be entirely software based, or if there should be a website/human component overseeing the transfer of money, so just picture whichever you like best.

What if it isn't returned in time for when you do need it?

as Jinbish pointed out distributed processing has been used as an alternative to supercomputers for some time now, and often there are multiple people at any moment sharing there processing power, so if one, needs there computer, it has no significant effect. The radical idea though is to do this on a large scale your computer could be doing work for someone else while you sleep, and you could be getting paid for it!

Isn't this one of the original reasons for ARPAnet?

You can already donate your unused computing power to a worthy cause. (See link.)
