I like this idea, only I think it should be run by the government.

The earth soft teddy bear co. has just taken delivery of it's new rubbish skip. The warehouse manager has placed it front and centre at the factory . The smiley face head lid, made of light alloy, grins out to everyone . The trick lid appears to open at the neck to ample but cuddly bear body . Two padded bulges make the bears rear paws and, to complete the effect, Side contours form forearms and paws which of course contain slots for hydraulic forks .

The manager thinks cleverly to himself about how he has tricked his workers into taking more care with the company rubbish they throw out . { No more rubbish escaping to the neighbouring reserve and local stream out back . The rubbish is finally firmly out front } . Then a question, { This should work ? } as his subconscious starts to second guess his cortex and finally strangles him with the ideal that he has to care first .

All for soil , soil for all .

filth looks especially bad if it seems out of place.

       Oh, c'mon [wjt].

this sounds like it could be worked into a sensible idea but...

So it's a stuffed bear garbage can? Since it is attractive it can go out in the open and then be used more?

Yep, that's what I'm getting here, too. It's not badly thought out, as a design - needs a drawing from someone.

It looks like teddy bears get trashed, too!

Explaination = The idea is to have flash artistic bins front and centre so people will take more care of the rubbish and surrounds and we will have a better world .

The bin design could be any conceivable shape in the envelope that the hydraulic rubbish truck can pick it up . If we take more care of the bin, the truckie, if he is not having a bad day, will too .
