states usually have no bug tracking system for issues, no wiki where citizens can comment on planned bills in real-time.

using trac (or similar technology) would probably lead to better government.

       I imagine you're assuming that citizens would be sufficiently aware of the intricacies involved, and that politicians would take any notice of such comments. It's a reasonable enough idea, but the signal to noise ratio would be a serious issue.
