The FBI or other LEAs can give away a free cable TV plus cable-modem subscription in exchange for a camera permanently installed on top of the TV. People who cannot afford cable service or internet service can thus trade their privacy for such service. Additional subscriptions/TVs/premium channels may be offered for cameras in bedrooms or bathrooms.
