       Walkie Talkie apps would be stand alone, initated apps.   

       This software, if phone hardware is more unlocked, is an installed subroutine of the dialer and operates before network connection and charges. I would probably limit app users to 2 or 3 quick wifi adhoc pass ons before ringing the big boys.
