Water taps with an extra lever for "warm&soapy" water should be fitted in public and frequently used washrooms.

This would be simple really. it would just be a tap that mixes the hot and cold and disperses a small amount of concentrated liquid soap into the water supply at the begining of the run. This would provide enough soap for eaxcly one wash, then the water would run clean to rinse off.
