This would be a spring loaded device found on the side of the ice chest in a store. See, the problem is, the ice is always frozen together into one big block, and one risks getting the bag oily or busting it by slamming it on the parking lot. With the Ice Bag Slammer, you would simply place the bag in the "bucket" on the side of the machine, pump the lever a few times, and WHAM! Fresh, clean, bite-sized ice.
