for a city on a hill ,that produces lots of rubbish,make some of the plastic rubbish into cheap disposable cylinders,and fill them with organic waste,then the people in the city can roll them down a certain side of the hill for plants to grow down there. If not on a hill just have a ramp out of town

the cylinders are to make it easier to roll down hill, theres a fly tip across the valley from me,and things get stuck in it,but some trees at the bottom,in the valley.
