       I like the intention, but you might have a problem of meta-law-enforcement.   

       Also I hesitate to comment at all because, in light of recent events, there's all the material for a flame war here, just waiting for a spark.

       How many differing identifying residues are going to be developed? Fingerprints are a world different from a "this came from a class B glove".   

       Prepare for the inevitable class action suits regarding unforeseen chemical exposure issues.   

       Lastly, I want in on the IPO for the tissues that are advertised to remove all traces of said chemicals ... They could call them "CopOut".

       Simple. A critical area on the glove only allows anything to get out of the glove and deposit on an object. The wearer is still completely protected, but leaves their signature on stuff.

       I like the idea of maximum monitoring of police activity, so does my son who's a police officer. But I'd just say more body cams, one on each shoulder maybe. Look at all the cameras on a Waymo autonomous car, follow that model. Police already do a variation of this posted idea sort of, they put their hand on a car to leave fingerprints sometimes after pulling it over. [+] for looking into the possibilities.   

       As far as the flame war thing, I've created a flame warrior app to save time. Here's a demonstration:   

       USER: "I hate you and everything you value!"   

       APP: "I hate YOU and everything YOU value!"   

       USER: "You're stupid, evil and despicable!"   

       APP: "YOU'RE stupid, evil and despicable!"   

       USER: "Your mother was a hamster and your father smelled of elderberries."   

       APP: "Maybe we can calmly work out our differences and come to an equitable agreement on at least some of the challenges we all face in society."   

       Glitched on that last one though, still pretty buggy. Got some kinks to work out.

       The idea of identifiable (by number) officers of the law goes back to the very start of civilian policing as envisioned by Robert Peel <link>. This is the opposite of military forces where obfuscation of individuals is important for operational security. It's simple: numbers on uniforms. With that, it's trivial to work out who was where.

A big difference in the US vs the UK, at least back in my Dad's day is the number of individual police. To me, pairs are inherently safer. It's much more than twice as hard to overpower 2 police than one, much more than twice as hard to bribe two police than one etc, etc.   

       Fingerprints require special circumstances to work, and subsequent slow analysis. This tracer chemical idea is... worse. I wouldn't know where to start with specs like a. all day reliability b. all weathers. c. sweat, UV, rain resistant d. non-toxic e. completely unique.
