OK, disclaimer first: No, this is not a sensible or good taste suggestion, so let's get that out of the way.
Bipolar people tend to have a specific frequency for their mood swings. When they're up, they tend to do things like spend too much money, take risks, act on impulse without forethought etc.
When they're down, they lack energy, see the negatives more than the positives, blame themselves etc. With insight, the duration of the cycle can be plotted. Similar cycles may also be present in undiagnosed people, whether or not they meet the criteria for bipolar.
Once the frequency of the cycle has been ascertained, this can be used to tune the media to which one exposes oneself. On the way up above the baseline, advice regarding gambling and money management, more negative news stories, downbeat music and podcasts on serious subjects can be served. On the way down below the baseline, entertainment and comedy podcasts, cheerful music and positive news can be delivered. A rating system is employed along with a filter like those for content aimed at children or possibly preventing people from visiting particular websites (e.g. gambling, alcohol), censoring the content arriving from the web, with the informed and considered consent of the user.
This might also work, or maybe even work better, to achieve a more balanced view of the world and life for those unlikely to receive such a diagnosis.

I don't know how deeply embedded your bipolar is, but mine will make joyful flights of fancy from piles of negativity whenever challenged. At the other end of the spectrum you can say or do anything uplifting, shiny, and delicious and it will be plotted into awfulness no matter. |

A control engineer confronted with oscillations may wish to employ proportional, integral, and derivative control. It's then possible to tune the step response. Increase the derivative feedback term to dampen the oscillation, i.e. instead of merely trying to pick up the mood when it's down by applying full positive throttle, also keep an eye on the rate of change of mood in addition to the pure mood level. As the mood begins to rise, then accordingly reduce the censorship of the negative in an attempt to damp down the risk of overshoot when transitioning past the desired mood 'set point'. |
