1- Must be in orbit such that they'll burn up in the atmosphere at end of their useful lifetime.
2- Must be made of material that will burn up before hitting the ground.
3- Try to make the incineration as pollution free as possible.
4- For satellites without a natural degrading orbit, such
as those in geosynchronous orbit, maneuvering rockets to bring it back into the atmosphere at a set time must be included.
Space pollution could cause problems with future generations trying to expand humanity to the stars. Don't want to let a wall get built around us.

Step One: restore the idea of international law per se, with institutions that can adjudicate it. Otherwise, all the countries that are not "us" will simply ignore this excellent idea. |

On the other hand, it feels very like a "Let's all" given how well the players work together these days. Even if it were international law, circumstances demonstrate that all it takes is one clown to ruin the circus. |

Reading those links it occurs to me if we keep this up, were basically building a cage locking us here on earth. We start crashing into these things we could start creating debris clouds that could make space flight more dangerous every year. |
