You have to insert a record to your bank to indicate you're expecting the transaction with X retailer where X can be a keyword that matches the retailer name

It would add security because the customer has to insert BEFORE intending to transact.

Good one. I've had charges declined arbitrarily for payment to known suppliers, especially international, and none of my CC companies can pre-authorize charges to a given recipient as standing policy. I have to call every time and verify if I don't want to hassle with the reps, or arrange a wire transfer in desperation.

(The keyword could be any word. A good way to lodge a passive-aggressive comment on an unwanted expense.)
