Basically, a wheel based rotary resistance training system. Resistance comes in the form of torque, which can be made adjustable with a variety of mechanisms. I'd probably go with a magnetic eddy-current brake.
This is a unique form of exercise that targets movements not seen in any other gym equipment
I'm aware of. It works the pecs, the delts, the rotator cuff, triceps, biceps, forearms, abs, obliques, lats, traps, and rhomboids. Greater variation can be achieved with a set of swappable wheels of different diameters, or by positioning yourself closer to or further from the wheel. Tilting it up or down could also make things interesting!

Love this but there was one of these at my gym. Basically a horizontal steering wheel. Not there now but I really liked it. |

Hey, here's an idea, how about a fake whole car where the wheel, gear shift, brakes and gas pedal are all really hard to push. Get a whole body workout while pretending to drive. |

That would be really cool. I was thinking of something like a full on driving simulator, like a semi truck going down a twisty mountain road and the power steering goes out. |

Do me a favor, see if you can find out an information about that piece at your gym. Did it have variable resistance, variable angles, swappable wheels of varying diameters? |

There used to be a driving- based arcade game with force-feedback controls, a bit like this. I think it was called "Hard Driving". |

[21], decades ago I fumbled a downshift going downhill on the east side of the Rockies in Colorado while hauling 18 tons of construction gear ... It was a very entertaining ten seconds or so til I got it back in gear. Can you include this phenom on the device? |

Had a quick go in a single-seat race car, confined cockpit means the wheel is the size of a small plate. Combine that with a quick ratio, no power steering and sticky slick tires, it's a serious arm workout at low speed. |

I once proposed baking/breadmaking as a gym activity.... Baker's Gym of Hunger. Any physical activity is suitable as a gym machine....digging, sawing, carrying, changing tyres etc etc so why not operating machinery - approved! Have a crumb to work off + |

In a way. It's very difficult to match the kind of functional strength that real life can build. I've met brick layers, truck mechanics and miners that had ludicrous hand strength. Mine is something like 150kg for both hands*, theirs felt like double that. I've also seen farmers move objects that shouldn't be man-portable. All of these people can do this all day too. The problem is without recovery, it wrecks your body. |

Another way of putting it is that what you do all day, shouldn't be near the top of your capability range. Stress should be transient. In physiological terms it's stress > damage > inflammation, degradation of damaged components > instigation of repair/resolution of inflammation. In muscles, this is days, tendons weeks to months. Age doesn't help of course. |

I was driving my great uncle around in my manual, no power steering diesel car many years ago, commenting on how it was a bit of a workout, especially parking. He started a trucking company with military surplus gear in the 50's running big heavy things to and from Alaska. I don't think he was impressed compared to underpowered trucks running series 5 & 4 speed gearboxes with no synchromesh. |
