       No modifications to the highway would be needed.   

       Brackets and control cabling could be retrofitted to existing vehcles using the same mounting points used for towhitches.

       H&W, PWS and BAE all have substantial cold-standby capability in place. FN and EADS have similar capability and in the US, TRW and MT are very well provisioned.

       The USAF has a stockpile of approximately 1.5 million JATO bottles in Arizona, and AP Labs in Nevada has (or had as of 1990) the capability to crank out 50,000 a month. I'm sure they're willing to barter.

       I had to look on the HB, then Google, then the HB again to find that acronym. And if it's that rare it needs to be deacronymed.
