This is a roller head on a vacuum that imparts a static electric charge to the dust and debris it is disturbing on the floor or carpet surface. Once dislodged a charged grid at the exit from the vacuum head with an opposite charge attracts the dust, neutralizes the charge on it and sucks it in normally.

Using a roller is inefficient. Just charge a plate with electricity. |

Connect one terminal of the AC source to one plate (P2, the reference). Connect the other AC terminal to the anode of a suitable high-voltage diode. Connect the cathode of the diode to the target plate (P1). Apply power briefly to build charge, then disconnect everything carefully without bridging the plates.
The diode prevents reverse discharge during AC cycles, leaving net charge on P1. |
