It's not necessary to make every car slow down, you just need to encourage enough of them to do so. This emergency crew member would be attractive and bikini-clad, for the purpose of holding a "go slow" sign and causing almost every car with a male driver to slow down. Alternatively where the work crew is visible from the road it may be sufficient to have the better-built male crewmen go topless.

People already slow down and rubberneck at accident scenes (because they want to look at the accident), but, IIRC, that's something the authorities generally want to prevent, not augment.

Why limit it to explicit accident scenes ? Prevention is preferable to treatment : carshow models rappelling from helicopters over snarled traffic would do much towards mitigation of road rage in half the drivers.
