"THIS PROPERTY IS OWNED BY xxxxxx. HELP KEEP OUR CITY CLEAN"

A mobile billboard on wheels that could be parked next to the trashiest most derelict piece of property in town that would display the name of the property-owner in huge sans-serif font, lit up at night. After the property mysteriously and spontaneously cleans itself up, the trailer could move on to the next trashiest site and so forth.

P.S.: I suppose it's semi-baked *or at least the dough is there* because I have heard of a private individual doing this in Los Angeles with good effect (by renting an existing billboard), but I propose a purpose-built reuseable mobile-trailer version; A city-sponsored public works ad campaign. It might actually save tax money in the long run due to less city cleanups of garbage infestations.

I give them three days before they're covered in multiple layers of graffiti and riddled with bullet holes, rendering them utterly unreadable. I can foresee a huge groundswell of public anger over these eyesores littering the urban landscape. This is a complete waste of taxpayer dollars, therefore infinitely bunworthy! [+]

I prefer the use of the internet to embarrass.

Multiple sites can be displayed. And if you get feedback the owner is an Alzheimer patient you take it down or get help to clean up the site. Harder to graffiti and bullet hole a web page.
