They'll never see ya coming.

Build a one man dirigible that can carry the weight of five people, (Ok, so it'd be a five man dirigible with one seat).
Other than the pilot, the remainder of the payload would be taken aloft as water.

Release the water gradually from the nose and underside of the Zeppelin through hundreds of misting nozzles.

As the mist turns to vapor in the air it will begin to rise engulfing the blimp in a billowing fog.
Much of the water will be lost to the air but some will re-condense on the skin of your airship, to run down the sides and recollect in your tank.


Cloud watching will never be the same.

If the purpose is to disguise the zeppelin as a cloud then why not just make it look like a cloud - after all they can make balloons which look like coke bottles etc these days? Surely the misting nozzles combined with the forward motion of the zeppelin would leave behind a trail of man-made cloud not unlike that left by a jet, making these odd 'line clouds' very easy to distinguish from real clouds. [dobtabulous] about the best that could be done with a formed balloon skin would be to make something that looked like a Chuck Jones cartoon cloud. Any vaporous looking approach would be better than that.

Imagine if the military had a blimp that looked like a cloud. They could drift over enemy territory and drop propaganda leaflets. People would look up, see where these leaflets were coming from and think that these leaflets are a message from God!

I think you might have more luck if you boiled the water and released it as steam. Clouds of condencing steam look much more convincing than water spray jets.
