The electronics are in the printer, not the reusable "paper"

Consider E-Ink technology (linked). The display consists of an array of electrically alterable miniscopic cells, each of which retains its status after getting altered, and there are electronic circuits behind the visible surface of the display, to do the altering.

In this printer the paper consists of the array of alterable miniscopic cells. It passes through the printer, which suitably alters the cells as the paper passes through. The resulting image is as static as ever. But the paper can be used over and over again, because the entire image on the paper can be erased and otherwise altered, while passing through the printer.

Note that E-ink technology is only one of several possibilities for this system, and some of them can do colors well.
