This program would take would-be suicide bombers, train them and put them in highly realistic, fake, environments to carry out their attacks. So if they pull the cord they die but being in a fake environment (bomb tuned to low power and turned inward, all the people around are actors on a set) no one else does.

The program wouldn't actually exist, but rumors of its existence would serve to create mistrust among groups which perform suicide bombings.
