We already have the ability to link to a specific target anchor within a document via the href="foo.html#bar" construction, but if that named anchor "bar" doesn't exist, you're out of luck.

Instead, I propose that if the named anchor is missing, browsers search through the content of the document (that is, do a <b>find</b>, not a web search) for that string and jump to the first one if it exists. It could search headings first, body text second, etc. This would make search engines better at pointing you towards the information you seek.
