A search tailored for government officials.

The search would span the intelligence systems of various countries, enabling them to retrieve information about their people, organizations, and so on, to facilitate better decision making.

[+] for wishful thinking. Better decision-making, and indeed getting any 1st-world government to adopt any kind of time/cost-saving measure, is a lofty goal indeed.

If better decision making would give a sufficiently significant competitive advantages, other countries would be motivated to either develop alternatives, or subscribe.

Agreed, but this is based on the seeming assumption that a government is of one mind in making decisions, which it never is. Good decisions of every flavor are proposed, debated, supported, and opposed with equal fervor and prejudice on all sides and by the time any conclusion is reached, whatever comes out is a comprimise, a weak glimmer of whatever world-changing suggestion was originally brought to the table.
