Take a springy body with two weighted ends and embed weighted spinning wheels with really precisely controllable speed and coordination. Change the resonance by changing the speed of the wheels. Attach a feather to both ends. Harmonic wing.

Well, I have to say that the probability of this thing flying is non-zero. The design parameters leave a lot of wiggle room, literally.
