CS gas can be used to disperse rioters.

However, as the vapour drifts, it can affect non-rioters in the vicinity, who are either keeping their heads down, or just looking for a chance to get away.

The answer may be found in the BorgCo multimode smoke grenade.

Available in flail-release hand-thrown or 38mm/40mm format for ARWEN type dischargers, the grenade has a two-part construction. On initiation, a low-yield pyrotechnic charge disperses 50% of the payload over a 10 metre area. This portion consists of a mixture of capsaicin (causing irritation to mucous membranes), a stenching agent which closely resembles the smell of sewage and decaying meat (promoting vomiting), and SmartWater, indelibly marking anyone nearby for later identification.

A smoke generator portion also fires, releasing a dense cloud of a moderate tear-smoke compound mixed with THC as a mild incapacitant.

The quadruple-whammy of stinky sewage, hot pepper, tearsmoke and the slight intoxication produced by a small dose of THC should be enough to persuade those involved that being somewhere else is probably a good idea; prolonged exposure will of course render the target incapable of putting up any serious resistance.

The unpleasantness of the other ingredients ensures that the temptation to have a riot just to get a free high at the public expense is minimised.

[21Q], the effects are much more localised. Smaller amounts of compounds in one location, rather than a large amount of a single compound. Proportionately faster dilution.

Apart from the natural puerile glee found in combining chemical-warfare agents ("dogs with bees shooting out of their mouths and lasers on their heads...") I really don't see any sort of workable idea here.

For starters where you want to place your smoke canisters has no relation to where you want a very localised flashbang effect. So "multimode" is pointless.
