This is a tangle toy (link) with each macaroni-shaped elbow having a musical element inside. Each element locks into the next via a rotational berring type fixture like a ball and socket that only rotates along a plane. So the musical element could be anything from one bell to many little electronic points that play different tones. Thus manipulating the tangle would produce a harmony of all the different sounds as the different elements are rotated against eachother.
