A big book on immunology from the 90's describes fertility control vaccines These vaccines are based on antibodies to Gonadatropin releasing hormone GnRH, acrosome protein(sperm part protein) as well as Zona proteins

I think antibodies to kisspeptin which causes puberty as well as the membrane that separates the spermatogenic tissue from the blood (kind of like the blood brain barrier) are also plausible fertility control agents Rh factor antibodies are also notable

a protein that mimics the receptor effects of ru-486 is also possible

Anyway, people eat food along cultural guidelines yet the world dominator has 12 to 14 years to repeatedly dose people with fertility reduction antibodies prior to puberty prior to anyone noticing the effects Thus you could sterilize an entire generation without anyone noticing untill they came of age

Rather than a polished vaccine adminstered once or twice a slightly crummier vaccine administered dozens possibly hundreds of times with whatever culture specific condiment does the job

Two possibilities are the researched publicized genetic engineering of food plants to make vaccines Just as effective plus far easier is to have bacteria make the antibodies then use the antibody material as an FDA recognized adulterant Every spice has a pt of permitted sawdust

A ten pt reduction of population is an economic challenge

a 70 pt reduction of population is of tactical use

a 100 pt reduction of population would finally get all those people gone

As this precludes human existence rather than actually killing people everyone has a milder time of it

If the prospective world dominator has to view the fuss of actual conflict then dosing cigarettes with fertility blocking agents will have a strong effect

not from one cigarette from hundreds ( a few packs) or even a couple months of cigarette usage (2k cigs at .01 effectiveness rate) Also if it is rumored there is a cure like IVF people might just say, yow, cheap cigs, I could use IVF if I feel like having kids

Note IVF only works on some of the fertility removal agents

Lactate dehydrogenase C4 (LDHC4) is a key enzyme for sperm metabolism. It is distributed specifically in testis and is highly immunogenic. In this study, two DNA vaccines pVAX1-hLDHC and pVAX1-mLDHC were constructed by inserting coding sequences of human and mice LDHC4 into the eukaryotic expression vector pVAX1. The production of LDHC4 specific antibodies was induced in the sera of vaccinated mice and the reproductive tract secretions of vaccinated female mice through immunization by mucosal surface instillation. Furthermore, the antibody titer increased with the times of immunization. In the mating experiment, the number of newborns of the vaccinated mice reduced significantly and some immunized female mice even lost the ability to bear any offsprings, suggesting that the difference between the immunized and control mice was statistically significant. Sperm agglutination analysis indicated that both the antisera from immunized mice and the reproductive tract secretions of vaccinated female mice could agglutinate normal sperms. Results of immunohistochemistry showed that the antibodies present in the sera of immunized mice and the reproductive tract secretions of vaccinated female mice could specifically react with LDHC4 antigen, which mainly locates in the cytoplasm, acrosome membrane externa and acrosome capsule of the sperm. Taken together, our results indicated that the constructed contraceptive DNA vaccines did yield immunocontraceptive effects on mice and this would enable clinical trials in near future. Furthermore, the immunization of mice with transgenic rice elicited strong cytotoxic T lymphocyte (CTL) responses in vitro. These results demonstrated that plant-made LTB-MOMP fusion protein could induce significant humoral and cellular Th1 and Th3 immune responses. Moreover, transgenic rice immunization induced partial protection (53.3%) against a lethal challenge with the highly virulent Cp. psittaci 6BC strain in a BALB/c mouse model. well, one way this is a world domination technology is that is is adjustable

say a group of people called "13 monkeys" wants to get everyone on the planet to accept lemurs as living reincarnations of the god hanuman

the cunning members of "13 monkeys" each of whom are actualy athiests (!) then deploys lemurs as oracles to the congresses of all governments

What the monkeys gesture or vocalize at becomes law even though the monkeys completely lack clue; cunning legislators attach fruit treats to omnibus legislation, the lemurs gesture or even eat, the legislation passes

the "13 monkeys group" have cleverly pretrained the lemurs to have quirky preferences thus the group can control what happens

Now, to get something that fantastically unlikely to happen you really need something like obliteration of the human species as the alternative

I stand corrected: not all vaccines are proteins (Oral vaccines, etc.). And [Spacecoyote] is right: botulinum is a protein (with ingestion being the main vector). Prions also are proteins which defy hydrolysis. (Actually, virtually any protein can be absorbed into the bloodstream wholecloth via the gastrointestinal tract - especially the smaller ones - just not effeciently.) I was hoping to dissuade [beanangel] from his nihilistic shenanigans...
