A public bathroom with windows that open when the user leaves.

No one would ever leave a public bathroom a mess if everyone would see what they left afterwards. When the user comes out, the blinds (or whatever) open, so everyone can see the state of the bathroom. It would be very clean indeed.

I could see the purpose of this in the private sector where you might have 25 to 30 employees at any given time. I have worked in environments where a fellow employee made a mess in the restroom and then mysteriously nobody knows who, how, or when it happened. And being that managment would rather take the initiative to clean it up in lieu of a full blown investigation, the offender gets off unscathed. If it was known that the bathroom would be completely visable upon your departure, the user would certainly ensure that it is in the same condition as it was when they arrived.
